Overview
Questioning Technology (1999) is Andrew Feenberg's systematic statement of a critical theory of technology. The book asks what it means to question technology in the double sense of the phrase: to question technology — to interrogate it philosophically — and to question whether technology, as we know it, is the only way it could be. Feenberg's answer develops a middle path between the two dominant positions of the twentieth century: the technological optimism that treats technology as neutral and progressive, and the technological pessimism that treats it as an autonomous, dominating force.

Against the claim that technology is autonomous — an unstoppable force that determines society (the thesis of Jacques Ellul and, in a different way, of Heidegger) — Feenberg argues that technologies remain open to contestation, interpretation, and redesign. Instrumentalization Theory
Feenberg's most original contribution is a theory of technology in two moments. The primary instrumentalization is the functional relation of technology to reality: objects are decontextualized, reduced to resources, and organized into systems — what Heidegger called "enframing" and what critical theory calls the subsumption of nature under technique. The secondary instrumentalization is the social embedding of technology: devices are combined into systems (systematization), given ethical and aesthetic meanings (mediation), and woven into vocations and identities (vocation). The point is that technology is never merely functional; it is always also a social construction, and the second moment is where the values of a society are built into the machine. No technology exists that is not also a social choice.
The Technical Code
Because social meanings are built into design, Feenberg introduces the concept of the technical code: the design principle that silently embodies the values and interests of the dominant actors in a technological society. The code makes a particular arrangement of power appear natural, inevitable, and merely "technical." The assembly line encodes the subordination of workers to management; the office tower encodes hierarchy; the command-line interface encodes the culture of its designers. The technical code is the bridge between the two instrumentalizations: it is how primary functionality is shaped by secondary social values. To change a technology, on this account, is to change its code — which is a political act.
Democratic Rationalization
Feenberg's normative proposal is democratic rationalization: the process by which affected publics intervene in the design of technology, opening the technical code to values other than those of the dominant actors. His case studies make the proposal concrete. The French Minitel, designed as an information service for consumers, was transformed by users into a vast communications network — a "hacking" of the design that no engineer had planned. AIDS patients, excluded from the design of clinical trials, organized, protested, and won the right to participate in research, changing the very epistemology of medical testing. Democratic rationalization is not the rejection of rationality but its extension: more rational systems are possible when more voices participate in their construction.
