Information ethics is the branch of ethics that deals with the moral questions raised by information: its creation, storage, processing, use, and distribution. In its broadest sense, information ethics is as old as ethics itself — every moral question involves information about the world, about consequences, and about persons. But in its distinctive contemporary sense, information ethics is the ethics of the information age: the ethics of data, algorithms, networks, and digital environments, in which information is not merely a medium of moral life but its increasingly dominant environment.

The term is associated above all with Luciano Floridi, who has developed the most systematic philosophical framework for information ethics. Floridi argues that the digital age constitutes a "fourth revolution" — after Copernicus (we are not at the center of the universe), Darwin (we are not distinct from the animals), and Freud (we are not transparent to ourselves) — in which human beings are no longer the unique, self-contained agents they took themselves to be, but "informational organisms" living in an "infosphere." Information ethics is the ethics appropriate to this condition: it extends moral consideration to information itself.

Information ethics matters because the environment of moral life has changed. Our actions now have informational effects at scale: a design decision in a database affects millions; an algorithm encodes a value; a data breach harms persons who never consented; an AI system makes decisions no human could review. The ethics of this environment cannot be reduced to the ethics of individual action in the physical world. Information ethics is the attempt to articulate the moral principles of the infosphere.

Core Principles

The first principle of information ethics is the moral standing of information. Floridi extends moral consideration to information entities — data, information objects, informational structures — insofar as they have a well-being that can be harmed or benefited. Information entropy — the destruction or degradation of information — is an evil to be minimized, just as the destruction of life is. This is the most radical claim of information ethics: the infosphere itself has moral status.

The second principle is the fourth revolution as philosophical condition. The digital age is not merely a change in our tools but a change in our self-understanding. We are informational organisms — "inforgs" — living in an infosphere, entangled with the information environment and with each other through it. The ethics of the digital age must begin from this condition rather than from a picture of isolated individuals confronting neutral tools.

The third principle is digital responsibility. Agents in the infosphere — individuals, organizations, algorithms, AI systems — bear responsibility for the informational effects of their actions. This includes responsibility for data practices (what is collected, stored, and shared), for algorithmic design (what values algorithms encode), and for the informational environment itself (what the infosphere becomes). Digital responsibility extends backward and forward: to the provenance of data and to the consequences of its use.

The fourth principle is the ethics of the infosphere as a public good. The infosphere is the shared environment of digital life, and its health — its integrity, its accessibility, its resistance to corruption — is a common concern. Information ethics thus connects to the ethics of the commons, to environmental ethics, and to the political philosophy of the digital public sphere.

Key Thinkers

Luciano Floridi is the central philosopher of information ethics. His books — The Philosophy of Information (2011), The Ethics of Information (2013), and The Fourth Revolution (2014) — develop the framework in full: the ontology of information, the extension of moral consideration to information entities, the analysis of the infosphere, and the articulation of "information ethics" as a macroethics for the information age. Floridi's work has shaped the language of digital ethics, AI ethics, and data protection worldwide.

The antecedents of information ethics include the tradition of computer ethics founded by Norbert Wiener, whose cybernetics treated information as the fundamental category of both machines and life, and developed by James Moor, Terrell Ward Bynum, and Deborah Johnson, who established that computing raises distinctive moral questions. Wiener's insistence that information technology be used for the "human use of human beings" is the moral core from which information ethics grew.

Information ethics also draws on the philosophy of privacy, the ethics of data, and the ethics of AI, which apply its framework to specific domains: privacy as the protection of personal information; data ethics as the governance of data practices; and AI ethics as the design and governance of informational agents.

Historical Development

Information ethics emerged as a distinct field in the 1980s and 1990s. Its earliest form was computer ethics, developed by Walter Maner, James Moor, and others in the 1980s: the claim that computers raise moral questions that did not exist before, and that these require new ethical analysis. The field grew as computing spread from the laboratory to every domain of life.

In the 1990s, the field broadened into information ethics proper. The term was used in library and information science for the ethics of information practice; philosophers connected it to the wider questions of the information age; and the journal Ethics and Information Technology was founded in 1999. Floridi's work in the 2000s gave the field its systematic philosophical form, extending it from applied ethics to a comprehensive framework for the moral life of the infosphere.

The development of AI in the 2010s transformed the field again. The rise of machine learning made information ethics inseparable from AI ethics: the questions of data, bias, opacity, and responsibility that Floridi had theorized became the urgent practical questions of the AI age. Contemporary information ethics is therefore both a philosophy and a practical discipline: it analyzes the moral structure of the infosphere and it guides the design, governance, and use of informational technologies.

Contemporary Relevance

Information ethics is directly relevant to the defining issues of the digital age: data protection and privacy; surveillance and profiling; algorithmic bias and fairness; the transparency and explainability of AI; the governance of platforms; the ethics of the attention economy; and the responsibilities of AI systems themselves. Its framework supplies the conceptual tools for these debates: the infosphere as the environment of moral life, information as a moral object, digital agents as moral agents.

The practical program of information ethics includes: privacy by design (data protection built into systems); responsible data governance (the ethics of collection, use, and sharing); transparency and accountability (the explainability of algorithmic decisions); and the protection of the informational environment (the integrity of the infosphere as a common good). Its ultimate claim is that we are responsible for the information world we build — and that this responsibility is not optional but constitutive of our condition as informational beings.
