Biography
Benjamin Libet was born on April 12, 1916, in Chicago, Illinois. He studied at the University of Chicago, where he earned his undergraduate degree in 1939 and his doctorate in physiology in 1947. Libet spent his entire research career at the University of California, San Francisco, where he worked in the Department of Physiology and later in the Ernest Gallo Clinic and Research Center. He was a pioneer in the neurophysiology of consciousness, studying the brain's mechanisms for sensation, the effects of direct cortical stimulation, and — most famously — the timing of conscious intention relative to the brain's preparation of action. He died on July 23, 2007, in Davis, California.
Historical Background
Libet's famous experiments grew out of his work on the neural basis of sensation. In the 1960s and 1970s, he had investigated the "neuronal adequacy" required for a stimulus to reach consciousness, and he had developed techniques for stimulating the brain directly while measuring the subjective timing of experience. This work prepared the ground for the experiment that made him famous: the measurement of when a voluntary action is initiated in the brain, relative to when the subject consciously decides to act.
The experiment, first reported in a 1983 paper and elaborated in a 1985 target article in Behavioral and Brain Sciences, used the readiness potential — a slow negative electrical drift recorded over the motor cortex in the seconds before a voluntary movement — which had been discovered by Kornhuber and Deecke in 1965. Libet asked subjects to perform a simple voluntary movement (flexing a wrist or finger) at a time of their own choosing, while watching a rapidly rotating clock spot and reporting the position of the spot at the moment they first became aware of the intention to move.

The Timing of Conscious Intention
Libet's central finding was about timing. The readiness potential begins roughly 500 milliseconds (half a second) before the movement. But subjects reported becoming conscious of their intention to move only about 200 milliseconds before the movement — roughly 300 milliseconds after the brain had already begun preparing the action. In other words, the brain initiates the action well before the conscious intention to act appears. The conscious decision, Libet concluded, comes too late to be the initiator of the action: the neural process that leads to the movement is already underway before we are aware of deciding.
The Veto Hypothesis
Libet did not conclude that free will is an illusion. He proposed that while the conscious will cannot initiate an action, it can veto it: the conscious self can block or "veto" an action in the brief interval between the awareness of intention and the movement. On this model, conscious free will is not a positive power of initiation but a negative power of inhibition — we are free to stop what the unconscious brain has begun. Libet called this the "free won't" rather than "free will," and he defended it as a defensible form of free will compatible with his experimental findings.
The Nature of Voluntary Action
Libet's work raised deep questions about what voluntary action is. If all actions are initiated unconsciously, then the felt experience of deciding is, at least in part, a retrospective construction: we may experience ourselves as initiating actions that the brain has already begun to produce. This conclusion connects Libet's experiments to the broader question of the causal role of consciousness and to the philosophical debate about whether the experience of agency is an accurate representation of the causal structure of action.

Libet's experiments are collected and interpreted in Mind Time: The Temporal Factor in Consciousness (2004), his book-length account of the temporal dimension of consciousness and the implications of his findings for free will. His technical papers, including "Unconscious Cerebral Initiative and the Role of Conscious Will in Voluntary Action" (with Curtis Gleason, Elwood Wright, and Dennis Pearl, 1983; with the full response to commentators, 1985), are classics of the field and remain among the most discussed papers in the neuroscience of consciousness. His earlier work on the neuronal adequacy of conscious sensation is gathered in papers on cortical stimulation and somatosensory processing.
Philosophical Influence
No experiment in the history of neuroscience has had a greater impact on the philosophical debate about free will. The Libet experiment has been cited in thousands of papers, featured in popular books on determinism and responsibility, and used — by Sam Harris, Daniel Wegner, and many others — as evidence that free will is an illusion. It has also been used by defenders of free will: Libet himself appealed to the veto, and subsequent theorists have argued that the experiment does not undermine the kind of free will that matters for moral responsibility.
The experiment has also been subjected to sustained methodological criticism. Critics have questioned whether the clock-timing method reliably measures the moment of conscious intention; whether the laboratory task (flexing a wrist on cue) resembles real voluntary action; and whether the readiness potential is specific to "will" or reflects general preparation. Replications and variants have produced mixed results, and the interpretation of the experiment remains contested. But despite — or because of — this controversy, the Libet experiment remains the central empirical reference point in the neuroscience of free will, and it has permanently changed the terms of the philosophical debate: no serious treatment of free will today can ignore what the brain appears to do before we decide.
