Christof Koch: Consciousness & Neuroscience
Biography
Christof Koch was born in 1956 in Kansas City, Missouri, to German parents, and grew up in Germany and Morocco. He studied physics and philosophy at the University of Tübingen and then at the Max Planck Institute for Biological Cybernetics, where he earned his doctorate in 1982. After postdoctoral work at MIT, Koch joined the faculty of Caltech in 1986, where he spent more than twenty-five years. In 2011 he moved to the Allen Institute for Brain Science in Seattle, where he has served as chief scientist, leading large-scale efforts to map the brain. He has also been president of the Allen Institute and remains one of the most visible figures in the scientific study of consciousness.

The Neural Correlates of Consciousness
The central concept of Koch's empirical program is the neural correlate of consciousness (NCC): the minimal set of neuronal mechanisms jointly sufficient for a specific conscious percept. Koch and Crick argued that the NCC can be found by comparing brain states with and without conscious experience — for example, using binocular rivalry, in which perception alternates between two images presented to the two eyes while the stimulus remains constant. By identifying the neurons whose activity tracks the conscious percept rather than the stimulus, researchers can localize the NCC. Koch's empirical work helped establish that activity in the visual cortex, particularly in higher visual areas and in fronto-parietal networks, tracks conscious perception.
Integrated Information Theory
In the 2000s, Koch became the most prominent scientific champion of Giulio Tononi's integrated information theory (IIT). IIT holds that consciousness is identical to integrated information: the amount of information generated by a system as a whole, over and above the information generated by its parts, measured by a quantity called phi. A system is conscious to the degree that it integrates information, and the structure of its experience is determined by the structure of its information integration. Koch has defended IIT in Consciousness: Confessions of a Romantic Reductionist (2012) and in his later book The Feeling of Life Itself (2019), arguing that IIT provides a principled way to measure consciousness in animals, in coma patients, and potentially in machines.
Consciousness as Fundamental
Koch's mature position is strikingly anti-reductionist. He argues that consciousness is a fundamental feature of reality — that the "consciousness is fundamental" view, which he calls the modern successor to panpsychism, is the most plausible response to the hard problem. On this view, the experience of a human being is a complex integration of elementary experiences that are properties of the fundamental constituents of reality. This position aligns Koch with the panpsychist tradition and puts him in sharp opposition to eliminativist accounts like that of Daniel Dennett.
The Practical Side: Anesthesia, Coma, and Machines
IIT has concrete clinical and technological implications. If consciousness is integrated information, then phi can in principle be measured in patients who cannot communicate: Koch's colleagues have used transcranial magnetic stimulation and EEG to estimate the "perturbational complexity index" that distinguishes conscious from unconscious states in coma patients and during anesthesia. And if consciousness is a property of information integration wherever it occurs, then artificial systems with sufficient integration might be conscious — a question Koch takes seriously in the age of large language models and increasingly sophisticated AI.

The Quest for Consciousness: A Neurobiological Approach (2004) is Koch's comprehensive presentation of the NCC research program. Consciousness: Confessions of a Romantic Reductionist (2012) is a memoir and manifesto arguing that consciousness is fundamental. The Feeling of Life Itself: Why Consciousness Is Widespread but Can't Be Computed (2019) develops his defense of IIT and argues that consciousness cannot be simulated by computation alone. His technical papers with Crick, including "Towards a Neurobiological Theory of Consciousness" (1990) and "Why Neuroscience May Be Able to Explain Consciousness" (1995), are landmarks of the field.
Philosophical Influence
Koch has done more than almost any other scientist to put consciousness at the center of neuroscience. The concept of the neural correlate of consciousness, which he helped make standard, frames the empirical research program on consciousness and is now used across the field, from vision science to anesthesiology. His alliance with Tononi has made integrated information theory the leading formal theory of consciousness, with its own journal literature, conference circuit, and large-scale collaborations testing its predictions.
His philosophical positions have been equally influential. By insisting that the hard problem is real and that consciousness may be fundamental, Koch has legitimized positions — panpsychism and property dualism — that were widely dismissed in the late twentieth century. His debates with Dennett, who holds that consciousness is an illusion and that the hard problem dissolves, have defined the fault line in contemporary consciousness research. Whether or not IIT is ultimately correct, Koch's work guarantees that the question of consciousness will not be quietly explained away.
