Popper's dictum has two complementary claims. "Truth is not manifest" rejects the optimistic epistemology that assumes truth will reveal itself to the patient inquirer. The world does not volunteer its secrets; it does not present itself to us as already interpreted. Our theories are not read off from nature but imposed upon it — creative conjectures that go far beyond anything given in experience. Because they are our inventions, not discoveries of manifest truth, they are always fallible and always open to revision.
"The truth in science may never be found" expresses Popper's thoroughgoing fallibilism. Even our best-corroborated theories — Newtonian mechanics, general relativity, the genetic code — may turn out to be false, as Newtonian mechanics did when Einstein showed its limitations. No scientific theory can be verified, in the strict sense of shown to be true, because no finite set of observations can establish a universal law. We can only eliminate false theories through refutation, never conclusively confirm true ones.
This does not lead Popper to skepticism or relativism. He insists that science aims at truth and that it makes genuine progress — not by accumulating certified truths but by eliminating error and replacing false theories with better (more testable, more comprehensive, more accurate) conjectures. The growth of knowledge is a process of error elimination, and while we may never reach the truth, we can approach it asymptotically, getting closer by ruling out more and more of what is false.
Popper distinguishes this from the verificationist picture: science does not prove theories true; it proves them false, and the survivors of severe testing are the best candidates we have. Truth is a regulative ideal — the goal of inquiry — but it is not an achievement we can ever claim to have secured.

This thoroughgoing fallibilism influenced a wide range of thinkers, from Imre Lakatos, who refined Popper's methodology, to contemporary epistemologists who take fallibility as a starting point rather than a problem to be solved.
The correspondence theory and the limits of truth: Popper accepted Tarski's correspondence theory of truth but emphasized that truth, so understood, is a regulative ideal we can never verify. This combination — realism about truth with fallibilism about our access to it — became an influential position in the philosophy of science, contrasting with both verificationism (which tied truth to what can be confirmed) and relativism (which denied truth altogether). It offered a way to be a realist about science without claiming certainty.
The legacy and its critics: Popper's view that science never establishes truth drew criticism from both sides.
